Gramasabha / Ward Sabha
👥 Grama Sabha/ Ward Sabha
A Gram Sabha consists of all persons whose names are included in the electoral roll of a village situated within the territorial jurisdiction of a Gram Panchayat. Every voter of a ward is a member of the Gram Sabha/Ward Sabha of that ward.
📌 Convener
Ward Members and Ward Councillors are the Conveners of the Gram Sabhas and Ward Sabhas, respectively. Where necessary, another Ward Member may be appointed as the Convener.
🎙️ Chairperson
The President of the Gram Panchayat presides over the Gram Sabha, and the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President, Deputy Chairperson, or the Convener shall perform the duties of the Chairperson.
📅 Convening the Meeting
The responsibility for convening the meetings rests with the Ward Member, who serves as the Convener.
✅ Quorum
The quorum shall be 10% of the total number of registered voters. If a meeting is adjourned due to lack of quorum, the quorum for the reconvened meeting shall be 50 members.
📝 Special Meeting
If 10% of the voters in a ward submit a written request, a Special Gram Sabha/Ward Sabha meeting shall be convened within 15 days.
🤝 Coordinator
An officer designated by the Gram Panchayat/Municipality shall act as the Coordinator and assist the Convener.
❓ Questions and Suggestions
Members may submit their questions and suggestions in writing either before the meeting or during the meeting.
📜 Resolutions
Resolutions on matters falling within the jurisdiction of the Gram Sabha/Ward Sabha may be passed by a majority vote.
⚙️ Powers & Responsibilities
🏗️ Project Planning and Implementation
- Collect information required for the preparation of development projects.
- Prepare project proposals and determine their order of priority.
- Provide voluntary service and financial assistance.
💧 Public Utility Projects
- Identify and recommend locations for the installation of streetlights.
- Recommend suitable locations for public water supply taps and wells.
- Provide recommendations for sanitation and irrigation projects.
🛠️Public Works
- Review the estimates of the works.
- Assist and monitor the Beneficiary Committees.
- Collect details of the works proposed for implementation.
