History of Ayyappancoil Grama Panchayat After 1947, when the Village Union system was introduced in Kerala, a Panchayat was formed with Upputhara as its headquarters. During the first Panchayat election held in 1953, the migrant settlement areas were included and divided into various wards. The then Upputhara Panchayat comprised the regions of Upputhara, Ayyappankovil, Kattappana, and Kanchiyar. E.V. Thomas Iruppakkattu served as the President, while Dr. William of Ayyappankovil was the Vice President. P.K. Raman, one of the early representatives of the hill communities, represented the Alady Ward. In 1962, Upputhara Panchayat was bifurcated, leading to the formation of Ayyappankovil Panchayat. V.K.
